Corona viruses (covid 19) are a large group of viruses known to cause comorbidities ranging from colds to more severe diseases, such as Middle Eastern Respiratory Syndrome and severe acute respiratory syndrome (SARS). A new corona virus was identified in 2019, in Wuhan, China. The virus is a new strain that has not been previously identified in humans and is a novel respiratory virus, and it targets public health professionals, juvenile managers, UN staff, international organizations and NGOs. The virus also transmitted to Iran, Kuwait, some Gulf countries, Egypt and Algeria, and then it appeared in Jordan through some people coming from other countries, the most important of which is from the State of Spain, who held a wedding in one of the halls of the city of Irbid and some cases that appeared successively.

The government of the Hashemite Kingdom of Jordan has confronted the Corona virus that causes the respiratory syndrome in the Middle East seriously, and the Ministry of Health in Jordan has already begun to take many active and effective steps towards enhancing public health, including the intensification of epidemiological surveillance measures, and the initiation of investigation on this Disease, and activate research activity in this regard, as well as take preventive and control measures, whereas, His Majesty with the preachers of the government followed up the virus with the most accurate details and governmental measures regarding the Corona virus.

All Jordanian media, and newspapers affirmed the interest of His Majesty King Abdullah II with the preachers of the government to follow the virus, and in every detail, all governmental preventive measures against the emerging Corona virus. The newspapers emphasized that government agencies coordinate with each other to take preventive measures, and that there must be participatory and harmonious decision-making, and they do not intimidate people, but rather establish reassurance, security and safety for people in general.
 
Corona viruses are a large group of viruses that can infect both animals and humans, as they cause respiratory illnesses, both as mild as severe colds and as pneumonia. Corona viruses rarely infect humans and then spread among them.  Corona like SARS (Severe Acute Respiratory Syndrome) that spread between, (2002-2003), which was an example of the Coronavirus, which was transmitted from animals to humans. Another prominent new strain of the Corona virus called MERS (respiratory syndrome of the Middle East) appeared in the Middle East in 2012, and scientists say it initially passed from a camel to a human.

The virus usually spreads to people through coughing, sneezing, or contact with an infected person, or touching an infected surface, then the mouth, nose, or eyes. Covid-19 is an infectious disease caused by the newly discovered Coronavirus. There was no knowledge of this virus and this emerging disease before the outbreak of the outbreak in the Chinese city of Yuhan in December 2019.

The Jordanian government also decided to close all border crossings of the land and sea kingdom and airports in front of passenger traffic, except for commercial freight. While the government called on Jordanians who are abroad to remain in their places, and also confirmed that citizens of the Kingdom in neighboring countries and those forced to return, they can enter through land and sea border crossings, subject to the procedures of the Ministry of Health. The measures included stopping all public events and gatherings, and religious rituals, in addition to not gathering at social events, including mourning houses and weddings. Under the guidance of the Fatwa Council and the Council of Churches, prayer was stopped in all the kingdom's mosques and churches, as a precautionary and preventive measure, with a commitment to raising the call to prayer in his time, and broadcasting a unified Friday sermon on television stations. According to the procedures of the Jordanian government, visiting hospitals and prisons was suspended from Sunday 15/3/2020 "until further notice." And the ancient tourist sites were closed to implement sterilization campaigns. While sports activities, cinemas, swimming pools, sports clubs and youth centers were suspended for an unlimited period.

The government also decided to prohibit the provision of hookahs and their services and smoking in cafes and restaurants, while maintaining distances between their seating areas. The government confirmed the continuation of work in the public and private sectors, that cooperation between the latter and the chambers of industry and trade and related parties, to agree on measures to protect workers and ensure business continuity. In addition to the Crisis Cell concerned with monitoring the conditions of the Corona virus, the Jordanian government formed several teams responsible for social protection and strategic stocks (medicine and food), and to give instructions for continuous media awareness.

According to Al-Sharq newspaper on 3/29/2020, scientists and experts confirmed that there are 8 strains of the Corona virus that have spread around the world. Scientists and researchers stressed in this field that the corona virus "Covid-19", which is still prevalent in various parts of the world, remains a daunting research challenge for scientists, virus experts and laboratories in light of successive discoveries about the acute and similar pathological symptoms it causes and about the origin of its strain, its behaviors and its capabilities to Mutation and change and its resistance that make it widespread, and in order to reach a successful treatment that eliminates it completely, scientists in the east and west of the earth are working on tracking its strains, knowing its microscopic particles and knowing its weaknesses in preparation for controlling it and limiting its spread by finding a strong vaccine that ends the nightmare that I create panic and terror in the whole world.

The research revealed that the virus's ability to mutate to the extent that it causes it to produce at least 8 strains of it is currently spread around the world, confirming that the microscopic parts of the virus have indications indicating its original strain and how its behaviors change and what are its strains that are transmitted aggressively rapidly spreading while the rest of the strains die due to Quarantine measures, and this is what Jordan and a number of countries have done, and some countries have still not quarantined, and this has helped to spread very tremendously and widely.

His Majesty’s follow-up is reinforced by the continuous actions and decisions taken by the government, and his permanent guidance to them to take what is necessary to ensure the protection of the homeland and the safety of citizens. Jordan is able to overcome the crisis and overcome and manage it and minimize its damage with success.

His Majesty affirmed the need to have a continuous evaluation of distance education for school and university students, in order to develop and modernize it.

In this regard, His Majesty stressed that the educational process must be continued.

With regard to the availability of food supplies, His Majesty stressed the need for a clear plan regarding the strategic stock in the event that international trade is disrupted and borders are closed.

His Majesty also affirmed that, in light of what we face, we are continuing with the development process and following up the implementation of projects in various parts of the Kingdom.

In turn, Prime Minister Omar Al-Razzaz reviewed, during the meeting, the measures and decisions taken by the government and the agencies concerned, to reduce the possible spread of the new Corona virus in the Kingdom.

The Prime Minister affirmed that the cases that were announced as being infected with the virus today are the result of an infection from outside Jordan, “So far there is no transmission of the disease from Jordanian to Jordanian.” He pointed to the work teams formed by the Council of Ministers today to ensure the proper management of the crisis and the organization of work progress in the public and private sectors, tightening procedures and control of crossings and borders, and supporting and protecting the economic sectors most affected by the consequences of the disease, praising the high sense of responsibility that a Jordanian citizen enjoys in avoiding rumors and obtaining information from its official sources.

The Prime Minister presented to the group the decisions taken by the government yesterday to deal with the Corona virus and protect citizens, most notably the closure of schools and universities, kindergartens and nurseries, the activation of alternative education remotely, the suspension of travel, and the closure of airports, starting from Tuesday while continuing to ship, to ensure the preservation of the strategic stockpile. For food, medicine and petroleum products, which he assured is safe and reassuring stock.

In this regard, he pointed out that there is complete coordination between the government and the Central Bank of Jordan and the ministries concerned with economic affairs, to help companies, institutions and individuals to overcome the challenges posed by this disease.

(Amman, Jordan (CNN) - The Jordanian government stepped up its precautionary measures to tackle the new Corona virus (Covid-19), on Monday, with the registration of 20 new infections likely to increase, after thousands of Jordanians arrived through Queen Alia International Airport, whose flights will be suspended, beginning From Tuesday until further notice.

The government waved the activation of the so-called "public defense law", which requires a royal will to do so at the recommendation of the Council of Ministers, and Minister of State for Information Amjad Al-Adayleh said in a press briefing to the media that the government might "have to implement the law" soon, in the framework of more Actions to deal with what he described as "a public and international health scourge and without prejudice to personal rights and freedoms"

Al-Adayleh stressed that the government relied on the Public Health Law, the Public Security Law and the Health Defense Council so far in its procedures, pointing out that it had previously called on Jordanians not to leave except in emergency cases.

The Jordanian government has allocated several hotels in the Dead Sea area for complete quarantine, under the supervision of the armed forces, to be considered a closed military zone.

Besides stone departments in a number of government hospitals in the capital, Amman, and Irbid (north of the kingdom), while thousands of Jordanians were transferred to the quarantine area in the Dead Sea from those coming to the kingdom from abroad, for a period of 14 days, according to Al-Adayleh.

The Jordanian Minister of Health, Saad Jaber, said that the cases that are announced among the injured are calculated in total, stressing that the cases that have been detected have come from abroad.

The head of the Office of Opinion and Former Legislation, Novan Al-Ajarma, said that activating the defense law means taking "abnormal measures, including obstructing any effective law."

Al-Ajarmah said, in statements to CNN in Arabic news, on Monday, that enforcing the law means "applying any abnormal measures, including disrupting any law that is in effect and any action that might be taken as a result of the epidemic and everything related to combating it."

Al-Ajarmah added: "In the event that the law is activated, all decisions must be directed in this direction," while he indicated that decisions and actions may be taken in succession and are reversed, as appropriate.

He said, "It may impose curfews, prevent people from mixing or isolating people in certain places, stopping transportation, etc."

The defense law of 1992 has not been resorted to since the end of the martial law period in the Kingdom, while Al-Ajarmah believed that although the situation was "reassuring" in the country, the law had to be activated since the beginning of this March.

Al-Ajarmah said that "the progression of procedures in cases of epidemics starts from the most severe to the least severe, because the issue relates to public safety, and this is my personal opinion, although the situation, praise be to God, is still reassuring."

According to the text of the Public Defense Law, it must be accompanied by the royal will to act in it, the situation by which the announcement of the implementation of this law, and the region in which it is applied and the date of its implementation, are decided upon, and it is not suspended except with a royal will as well.

In activating this law, the Prime Minister has the right to restrict the freedom of people to move and reside and to arrest and arrest suspects or those who are dangerous to national security and public order. The law also includes monitoring the media, evacuating and isolating areas, and seizing any land, building, roads, or source of water and energy.

For its part, the Governor of Aqaba, south of the country, Ghassan Al-Kayed, told CNN that the instructions approved by the Jordanian government will not allow any entry to the sea port by non-Jordanians, confirming that the returnees so far are to Aqaba Governorate, are 8 Jordanians on a passenger plane To Aqaba airport only, they will naturally be subjected to 14 days' quarantine.

Al-Kayed said: "There are instructions, and if any ships come, non-Jordanians will not be allowed to enter, and so far, there is no information about the arrival of any ships in coordination with the Arab Bridge for navigation. As for commercial navigation, it works."

The local authorities in Aqaba pointed to the activation of Article 94 of the Jordanian Public Security Law, which permits the laying of a hand on any public or private facility, for the purposes of allocating quarantine sites in the event of any infections with the Corona virus).

On 3/17/2020, the Jordanian monarch approved the state of emergency law to combat Corona

March 17, 2020, Al Arabiya News, the CNN, and local television were quoted as saying ((Jordan's King Abdullah II issued a decree giving the cabinet broad powers to impose a state of emergency to help it combat the outbreak of the Corona virus, Reuters reported.

 According to the official media, the Jordanian monarch issued a royal decree granting Prime Minister Omar al-Razzaz powers under the Defense Law that is activated in times of war and disasters to impose a curfew, close institutions and place restrictions on the freedom of movement of people.

Earlier Tuesday, the government of Dr. Al-Razzaz announced a package of new precautionary measures to combat the new outbreak of the Corona virus in the country.

"The number of confirmed infections with the new Corona virus in the Kingdom has risen to 33 cases, including six French and Iraqi tourists residing in Jordan," said the spokesman for the Corona crisis file in the Ministry of Health.
He explained in statements reported by the Jordanian News Agency "Petra" that "the four new cases that have been registered are for Jordanians who had contact with infected people."

According to local media, six people were infected with the Corona virus after participating in a wedding ceremony in Irbid Governorate, 89 km north of Amman.

On the other hand, the Director of Moral Guidance, spokesperson for the Jordanian Army, Mukhlis Al-Mufleh, announced that quarantine has been imposed on thousands of people coming from outside the Kingdom.

He told the official "Kingdom" channel, "5,800 people have arrived in Jordan, including 44 transit passengers, 4,243 Jordanians and 1513 Arabs and foreigners, all of whom are quarantined in Jordanian hotels" in the Dead Sea region located about 50 km west of Amman.

He added that "there are 115 people who will arrive on board two planes arriving from the United States to Jordan before stopping all flights Tuesday."

He explained that "medical teams have been sent from the Royal Medical Services to follow up the quarantined in the hotels that were sterilized before the arrival of the quarantined," and all the hotels will be protected by the Jordanian armed forces.

Al-Mufleh pointed out that "anyone who is confirmed to be infected is being evacuated from the hotel to the Prince Hamza Hospital" in Amman, which is designated to receive those infected with the new Corona virus.

He stressed, "Preparing military culture schools to receive any additional numbers of interdicted persons."

Al-Mufleh called on citizens to "not leave the houses except for necessity."

On the other hand, the General Command of the Jordanian Armed Forces announced in a statement No. (1) that "the armed forces will be present at the entrances and exits of cities in all parts of the country."

She explained that "these measures aim to prevent the spread of the Corona virus."

Jordanian Prime Minister Omar Al-Razzaz announced on Saturday the suspension of all flights to and from the Kingdom from Tuesday until further notice, the suspension of school hours, sporting events, praying in mosques, churches, gatherings, condolences councils, and closing cinemas and restaurants to limit the spread of the new Corona virus.

12 decisions to confront Corona

On Tuesday, the Jordanian authorities announced a package of measures aimed at stopping the spread of the emerging corona virus, which includes 12 decisions.

The Minister of State for Information Affairs, Amjad Awda Al-Adayleh, said that the Council of Ministers decided to implement a package of measures as of 8:00 a.m. on Wednesday, for a period of two weeks.

Disrupting all official institutions and departments, except for vital sectors determined by the Prime Minister.
- Citizens should not leave their homes except in the most urgent cases.

- Disrupting the private sector, excluding the entire health sector, and vital sectors to be determined by the Prime Minister based on the recommendation of the Minister of Industry, Trade and Supply, and following the decisions of the Ministry of Labor regarding personnel matters.

1- Preventing the gathering of more than 10 people.
2- Prevention of movement between governorates.
Stopping medical operations and reviews, and work is limited to emergency cases and emergency operations.
3- Stopping the printing of paper newspapers, as they contribute to the transmission of infection.
4- Suspending the operation of mass transportation.
5- Pharmacies, ration centers, bakeries, and food, drug, water, electricity, and fuel supply chains remain.
- Close the malls and commercial complexes and allow only the opening of supply centers and pharmacies in them.
- Set up quarantine camps on the land ports of Jordanians returning through them, with an emphasis on Jordanians abroad to remain in their places and follow the procedures of prevention and safety in the countries determined by their host countries.

(It was 4:30 am, when dentist Ahmed Sammour, 30, closed his clinic last Tuesday, and went to the dentist’s union in response to the union’s call for doctors to volunteer to examine the detainees inside Amman’s capital hotels, who were quarantined upon their return from traveling last week, he says Sammour "is not a volunteer, this is everyone's duty to protect the country."
At the Syndicate headquarters, Sammour received rapid training with specialists from the Ministry of Health and the Syndicate to deal with cases inside the hotels, and was accompanied by nearly eighty volunteers, all of them dentists who will be distributed to more than twenty hotels in the capital, and they later acquired the title of "hotel battalion" in local media.
Sammour went with two of his colleagues to a hotel in Amman, after they were equipped with the necessary equipment such as masks, sterilizers, and clothes to protect against transmission to them, and when they arrived at the hotel it was nine o'clock, Samour says, "After the scene of the deployment of the army forces on the entrances of the hotel in order to Protecting citizens is still his concern, and soon he and his companions began measuring the temperatures of those trapped inside the rooms and taking data from them. "

The time passed quickly for Samour, as he spent an entire night tirelessly, reassuring the citizens at one time and implementing the procedures followed at another time, until he dawned the next day with the completion of room number forty, to return to his home to take a rest.

On the other hand, Dr. Ola Sarhan, 27, a recently graduated dentist, was watching the instructions directed to volunteer doctors on her way to the syndicate via the live broadcast of the union’s page, and without her family’s knowledge she joined the volunteers as the first female doctor who joined quarry examination teams inside hotels.
Ola tells Al Jazeera Net that she did not tell her family at first, as she knows their prior refusal to do this humanitarian work because of their fears over her, but they accepted the matter later, as she explained.

Ola was touring with the coordinator of the Emergency Committee of the Dental Association, Dr. Ayham Al-Momani, inside hotels to exchange shifts and inspecting the requirements of volunteer doctors, as she took charge of coordination between the volunteers since the development of the Corona crisis in Jordan.

The next day, Sammour went to the Dental Association and was provided with N95 type masks with 250 masks for each doctor, to distribute them to hotels in the Shmeisani and Jabal Amman region, in order to protect any person on the field from security men, homeland workers and cadres inside the hotels. And Jordan has established the National Center for Security and Crisis Management.
 
CONCLUSION
The governmental measures that it has taken to deal with the new Corona are aimed at the safety of citizens
 As confirmed by the crisis cell regarding the virus, and through the statement of the Minister of State for Information Affairs, Amjad Al-Adayleh and Dr. Saad Jaber, the creator, in taking measures and decisions regarding the scourge facing the world from the scourge of corona, which has worsened in most countries of the world, including the beloved Jordan, I am very confident that the Jordanian people Facing this scourge seriously and diligently and with confidence and that the measures taken by the government since the beginning of the crisis today and that Jordan successfully connected its strategic plan to deal with the new Corona virus, aims to protect the homeland and preserve the safety of citizens, and reduce the opportunities for the spread of the virus as much as Nowhere. The Jordanian people had a great role with their king and government to overcome this scourge that invaded the world until the beloved Jordan today reached zero levels in injuries. This is due to the national efforts represented by His Majesty the King, the government and the conscious Jordanian people who proved to be a civilized people by raising the head of every Jordanian in front of the whole world.

Jordan, God willing, has become the first country in the world to recover from this global epidemic, and therefore I congratulate all Jordanians on this result, which would not have been reached had it not been for the efforts of the king, the government, the crisis of the cell and the people, through its true commitment to defense decisions that centered on Defense 1-6, which first Jordan today to a state Zero injuries, and the Minister of Health, Dr. Saad Jaber, had a pivotal role in reaching this impressive result towards the country and the world at large.

Today, corresponding to 4/10/2020, the deaths exceeded 95 thousand.

Those who accuse Jordan and Jordanians of not being credible in this matter intend to demoralize Jordan and Jordanians. For my role as a Jordanian citizen, I lived the virus from its beginning to today, I thank the respected Jordanian government and people, who have proven their existence and citizenship through their commitment to the decisions issued by the government and the defense decisions that brought us to this very comfortable situation for the homeland and the citizen, and I hope that life will return to whatever it was after the crisis, as God Almighty said.
The Almighty saying in Surat Al-Isra (And we descend from the Qur’an what is healing and mercy for the believers, and the unjust do not increase but a loss).

See my dear reader, what happened in Italy, Germany and America when they returned to the Qur’an and what was reported about the verses of God Almighty to survive the epidemic, but God does not heal a people who does not believe in his book and the Sunnah of his prophet.

And as God said in Surat al-Tawbah and al-Israa (and the breasts of faithful people will be healed) (Tawbah / 14).

The Almighty saying: “O people, a sermon has come to you from your Lord, and a cure for what is in the breasts, and guidance and mercy for the believers.” Yunus: 57.

By recovery, many people are exposed to many trials, such as affliction with disease or epidemic, such as viruses, including new corona, this affliction, which God raises His glory to the Almighty, the levels of affliction, and patience for the disease has many virtues, which include expiation for the sins and sins that a person may commit.
One of the supplications that we must follow:

There is no deity but God, the Wise, the Generous, there is no deity but God, the Highest, the Great, there is no deity but God, Lord of the Seven Heavens and Lord of the Great Throne, there is no deity but God, He alone has no partner, He has the King and He is praise and He is above all capable. And also
Oh God, there is no refuge and no escape from you except to you. You are capable of everything. My Lord, I have touched the harm and you are the most merciful.

I hope from God to recover from this epidemic that God is merciful.
 
RECOMMENDATIONS
Recommendations that the researcher sees as it was followed in Jordan
The researcher recommends the following:
  • To prevent all mass gatherings at the present time.
  • Closing land and air outlets in the face of arrivals from the countries of the epidemic.
  • The Pharmacists Syndicate has a responsibility to control masks prices.
  • The Ministry of Immigration should take all necessary precautions to prevent the spread of the epidemic.
  • The necessity for all ministries and state agencies to abide by the technical decisions issued by the Central Crisis Cell to confront the emerging corona virus and defense decisions.
  • Full compliance of all citizens with recommendations on preventive measures and absolute cooperation with procedures of Ministry of Health teams deployed at border crossings.
  • Compliance fully with the Ministry of Finance with all the recommendations of the Council of Ministers and work immediately to provide private funds for the work of the Ministry of Health and its departments to enable it to carry out its duties.
  • Urging local governments and subsidiary operating rooms to work with all care and earnestness under the umbrella of the Central Crisis Cell at the Ministry of Health.
  • All media outlets must carry out their duties in spreading health awareness and in coordination with the Public Health Department in the Ministry of Health.
  • Effective communication of the Ministry of Health and other relevant ministries with the WHO branch in Jordan and full compliance with the regulations issued by it.
